The goal of the proposal was for the creation of a Museum-memorial site for the former McReyonalds school that had once served the African-American Citizens of the city of South Pittsburg, Tennessee.

A complete restoration of the city cemetery, and recreational connections to the developing, TVA backed, greenway which would expand the length of the river front and through key axis and locations within the Community.
